If this is truthfully what happened to OP, 100%, this is theft. I likely would have called the cops to report the theft and made a thing of it. Even if they laughed at me, at least I would technically have the upper hand in the situation. Or maybe I wouldn't have played it this way. We'll never know.

It’s weird that you’ve thought a lot about this scenario despite your claim that you’ve never been involved in such a situation.
